Semi-annual reporting event dedicated to the results of 2018 and duties put forward has been held at the State Migration Service of the Nakhchivan Autonomous Republic.

Shahin Nabiyev, the chief of the Service, III rank state migration service counsellor made an opening speech at the event. He stated that due to the constructive activities conducted by the Chairman of the Supreme Majlis solid foundation had been laid for a new development stage in the Nakhchivan Autonomous Republic. Along with other spheres of activities, the development targets the sustainable perspectives for the tourism sector, as well. As the Nakhchivan city was declared the Capital of Islamic Culture for 2018, it provides a basis for more flow of migrants to the autonomous republic.

In May 2018, an important event that had positive influence on public-political and social life of the Nakhchivan Autonomous Republic took place. Gunnut village of Sharur region and important strategic heights around it were liberated from the occupation by the Separate Independent Combined Arms’ counter-attack. Our counterparts who were driven out of their native land will settle in the village and consequently it will stipulate the internal migration process.

Within the half of the year, the State Migration Service realized registration of foreigners and stateless persons, obtained permits for permanent or temporary residence, regulated rules on staying in the country, struggled against illegal migration and prevented negative consequences of migration through holding appropriate events to prevent illegal labour migration. Due to the conducted activities during the reporting period, in general there were revealed 165 foreigners and stateless persons who violated the demands of the Migration Law, including the administrative legislation of the Republic of Azerbaijan. 119 foreigners were punished in the form of an administrative punishment according to the appropriate article of the Code on Administrative Offences of the Republic of Azerbaijan; 25 foreigners were deported from the country within 48 hours, and 21 were deported from the country due to the administrative rules and their entry into the country was restricted, as well.

It was stressed that within 6-month the Service received 4226 applications from foreigners and stateless persons on registration; 312 applications on issuing permits for temporary residence; and 3 applications on issuing permits for permanent residence; 3 persons applied for re-registration for temporary residence; 22 persons – foreigners and stateless persons applied for working permit to carry out paid labour activities in the Nakhchivan Autonomous Republic; and 113 applications applied for clarification of their Azerbaijani citizenship. Realization of these applications was carried out due to the existing legislation. However, 10 foreigners who violated the legislation demands due to their person applications were sent to Illegal Migrants Detention Centre of the State Migration Service.

Due to the tasks assigned by the eighth session of the Supreme Majlis of the Nakhchivan Autonomous Republic, the State Migration Service will forcefully continue its activities further on regulation and management of the migration processes, and prefer state and national interest above all other considerations.The State Migration Service will manage its activity according to the demands of time in order to keep pace with the development process.

In the eighth session of the fifth legislature of the Nakhchivan Autonomous Republic, the Chairman of the Supreme Majlis tasked the appropriate structures to continue the awareness activities and preventive measures for the law enforcement bodies; to reinforce the discipline; and to give greater attention to the protection of public safety and stability. Taking into consideration all above-mentioned tasks, the stated goals will be fully met, maximum power and efforts will be paid to regulation and management of migration processes and the Migration Service will make efforts to satisfy applicants, as well as keeping pace with the development processes carry out activities that meet the needs of the modern world.

Later, Zakir Mammadov, Ali Mehdiyev and Kanan Mammadov, heads of departments  and Ramin Ibrahimov,  Head of the Illegal Migrants Detention Centre conducted discussions on the made speech.

At the end of the event, Shahin Nabiyev, chief of the Service, III rank state migration service counsellor delivered a closing statement, spoke about the perspectives of the Service and gave instructions to the structural sections of the State Migration Service.
